Job Description

Quality Control (QC) Manager – Federal Construction

Location: Norfolk, VA Anticipated Start: June 2025, Full-Time Government Project

Overview:
Butterfly Staffing is preparing to support a major federal construction project and is actively identifying experienced Quality Control Managers with prior success on USACE, NAVFAC, or similar federal contracts. This role will play a key leadership position in managing all quality assurance and control responsibilities for a complex dry dock infrastructure project.

Key Responsibilities

  • Lead the implementation of the project’s Quality Control Program in full compliance with contract requirements
  • Manage and coordinate the Three Phases of Control (Preparatory, Initial, Follow-Up) for all definable features of work
  • Attend and facilitate partnering meetings, QC plan reviews, submittal processes, and coordination meetings
  • Oversee inspections, material testing, and documentation of all quality-related activities
  • Maintain and submit required QC certifications and reports
  • Ensure compliance with EM 385-1-1, project specifications, and NAVFAC standards
  • Collaborate closely with site superintendents, project managers, subcontractors, and government representatives
  • Manage QC Specialists, inspection teams, and testing personnel
  • Notify and coordinate activities with the Special Inspector and Special Inspector of Record
  • Promote a culture of safety, quality, and accountability across the job site

Required Qualifications

  • Bachelor’s degree from an accredited university in one of the following:
    Engineering, Architecture, Construction Management, Building Science, or Engineering Technology
  • Minimum 10 years of construction experience , including large-scale projects involving major trades
  • At least 2 years of direct experience as a QC Manager on federal construction projects
  • Strong working knowledge of EM 385-1-1 and federal safety and environmental compliance standards
  • Familiarity with submittal review, inspection coordination, and QC documentation procedures
  • Fluent in reading, writing, and speaking English

Certifications (Required or Preferred)

  • OSHA 30-Hour Construction Safety
  • CPR / First Aid Certification
  • USACE/NAVFAC-recognized CQM-C for Contractors certification
  • Current DBIDS or ability to obtain government clearance for site access
